Any suggestions for getting the grime off my exhaust tips? Original owner never cleaned them. I tried Never Dull; fine steel wool; Barkeeper’s Friend, fine sandpaper. They’re welded on, not sure if OEM?

There's a product called Carbon-X which is made to clean the terrible exhaust stains airplanes get. It might work for you. It's available online at Sporty's Pilot Shop.
your description seems to be much worse than most of us encounter. Fine steel wool/sandpaper negates what I would suggest, but I've had very good luck with Simichrome and Flitz, I use an appropriately sized cotton buff on my drill for the insides.

Hi ET- see the photo I added below in the thread— and that’s after lots of attempts to clean them. Maybe the first owner welded on cheap aftermarket tips?
Funny how an exhaust shop said if I don’t wanna replace the whole exhaust, I will need some serious scouring to get them back to chrome. I need a new shop!😀
Picture shows the stock exhaust without the chrome tips attached. They frequently rattle or fall off. To get a replace the set chech on EBay. Search for c5 exhaust tips. They are not exact duplicates of originals but look good and are close.

The early cars did not come with chrome tips from the factory. The tips were painted black. I read that GM wanted the tips to be stealthy, not seen. But that was one of the first things that owners did. Tips or cat backs. FYI, On cars that still have stock exhaust should be checked for faulty welds.
