The 97 I bought last summer seems to sit unusually low(always has). It definitely needs new front shocks(which I have) but I also think maybe the front spring is broke. Is there and easy way to tell?

That spring is a composite material. Get the front end up and crawl under. You will know if it is damaged. Bump stops might also be bottomed out or even possibly removed by PO. You can adjust those to bring height up as well, when you do the shocks.
As scorpio said the suspension on these cars is adjustable. It's certainly possible somebody just lowered the car all the way down. I run mine lowered all the way down because it looks fantastic but it does add some challenges to driving the car.
Could also have diff spring, which will drop the car as well, by about an inch. The part number is imprinted so you can run a quick search after you retrieve.
If the spring physically looks good while under there, give a good spray of PB blaster to the threads, do this a few times while the car is up in the air. This will make adjustments of the height bolts much easier when you choose to raise it up,
