Possibly a harsh wheel cleaner. Some cleaners may contain an acid so what are you using to clean the wheels.Try using a polishing compound on them to see if those spots come off.
Thanks for the reply’s. Does anyone’s think wet sanding with 2500 sand paper would get it out? Would try it but afraid it might hurt the painted finish underneath.

you might try that,then shoot them with a couple coats of clear. I’d sand them just enough to give the clear coat something to stick to. Good luck
I would rub that out by hand. If you use any type of sandpaper you are going to have a mess. Use a microfiber towel and a good cleaner polish like DuraGloss or a polish that removes scratches. I use wolfgang products from autogeeks. If that doesn't work, then you might consider wetsanding it if you know what your doing.
