Hard to say whether that is in the clear or the paint. Kind of looks like something harsh has gotten onto the wheel and stained the finish.

you might try that,then shoot them with a couple coats of clear. I’d sand them just enough to give the clear coat something to stick to. Good luck

I would rub that out by hand. If you use any type of sandpaper you are going to have a mess. Use a microfiber towel and a good cleaner polish like DuraGloss or a polish that removes scratches. I use wolfgang products from autogeeks. If that doesn't work, then you might consider wetsanding it if you know what your doing.
