In 2003 there were multiple events across the year to mark the 50th anniversary for Corvette.
So many names on the one date suggest a large event to draw "notable" Corvette types, whomever they prove to be, to a single location and time.
Yet the best I can find is that there was an event in Monterey, CA with benefits to DARE and the NCM. It stands to bear that the signatories had at least a slim chance of originating from this event and they they could have been then-current GM engineers, project managers, corporate types, who knows?

I can readily make out a couple of them.
Gary Cowger - was Group VP at GM for all manufacturing operations.
Kip Wasenko - was at Design Staff. Was head of the Cadillac exterior studio in the 2000s. Led the studio team that did the Evoq (precursor to the XLR) and Cien concept Cadillacs. Did the V-Series World Challenge paint scheme. Probably best known w.r.t. Corvette for heading up the Two Rotor styling. With the C8, lots of publicity in the past year or so of all the concept and development midengine Corvettes in the late 60s and early 70s like the Two Rotor.
