When I decided to start looking for my first vette, I went to look at one in Stafford Va. Here is a link to the car online:

Looks good in the photos. I test drove it, looked it over real close. It needed an exhaust system (1/2 missing), every panel had signs of clear coat delam,, seats not as good as photos show, power seats non functional, a/c didn't work, roof panel needs replaced, lots of worn out weatherstripping, missing parts on door panels, all tires needed replaced, magnesium wheels curbed and need refinish, crack in hood, major divot in windshield, glove box opened on every bump and other things I can't remember.
I told them I was looking for something that may need some work but this was too much. When I was there they dropped the price from 13K+ all the way down to 8K!! I still didn't bite, wanted something I could drive while I was working on it, not something that would sit for a year while I fixed it.
For the next month they continued to send me emails dropping the price from the list (although never the $8K offered on the lot). I can't believe they are still listing it online for $13575.
I ended up finding a 2003, less miles, way better condition and $2k less.

EBCM failures seem to mostly happen on the early (mid '98 and on) cars with AH. Previous to that it was a rear mounted device which only provided ABS.

In your case, a $13,750 is not a bad asking price for a 99 C5 with 60K. I'd offer $12K for it but be willing to go up to $12.5K.

As far as some saying all C5s before 01 are worthless, I disagree. I have two 99s and no ABS problems at all yet my 02 does have those problems (damn, I got to fix that one of these days). But to all you naysayers, I can still drive my 02 just fine without Active Handling/ABS. Hasn't blown up yet

Actually, the ‘01-02 ebcm I just bought has been out of production for many years. Snagged one of the last ones new in box to keep for the future. Planning to keep mine for life. Good luck finding another new, they are scarce and prices are the Wild West if you find a new one.
rebuilt only fixes a couple known codes, sometimes you may need a new unit. Then you’re right where the 97 crowd is in another few years.
the 01+ steering sensors have gone up 1/3rd in the last 2 years. I bought two to keep for the future... seat switches for the non-sport seats (Z06) are near unobtanioum, snagged a used one for $100, took over a year to find listed.
Only saying this as an eye opener. Plan ahead if you have an 01+
