I have the original bag that came with my '01 if that helps at all. Even though the locking lugs are long gone. Also has the card in it with the code to replace them if they got lost or messed up.

OK, some confusion here. My '98 never came with a wheel lock bag - the locknuts were OEM installed, and the key was in it's depression just under the panel in the back. And that's exactly where my owner's manual says it was to be found.
Is the issue that you need a key to remove them?
Force a cheap harbor freight socket onto it with a hammer or have a shop shoot a quick weld onto it with a nut to fit a regular socket. Done deal.
Then buy whatever new kit and don't lose the key.
I don't bother with the keys. They are that easy to remove fast. Especially with the current really quiet electric impact drivers.
