Can a fob be programmed if the dic buttons don't work?

If you have a Tech 2 yes, other wise no.

Try holding lock and unlock buttons on the fob at the same time for at least 25 seconds. The horn will sound if it takes.

But do I have it is accessory mode on the car or what

There were times that my fob would not work. I would do nothing else but press and hold the lock and unlock. There were times that it did work. Mine is a 98.
