Coupe, convertible? 17k for an '03 anniversary edition it may need more than a window regulator. Do yourself a favor and have it inspected by someone who knows Corvettes prior to purchase.
$17k isn’t bad for a clean ‘03 Anny, but consider that if they try to sell with a window regulator bad (not a major repair) makes you wonder what other maintenance has been deferred?
Most people don’t repair things due to lack of ability or cost having a shop do the work. Neglect is rampant on used C5s right now. Buyer beware.
If you have doubts, pay to have a dealer or Corvette repair shop do a full inspection.

Definitely pay the relatively small amount to have a good inspection done if you are serious about that particular car. If the car is in very good shape, the $17K price is not bad.
Twice as many convertibles as coupes . . . in top condition and not needing $1500 in tires, I'd say mid-high teens for a rag top and a bit more for a one owner coupe with all books and records.

No way would I pay more for a coupe than a convertible, if in the same condition and has the same options. Of course I wouldn't give a dime for either one if they were automatics!
