I drove my car to NC to play golf last week. It was monsoon season there apparently and we got soaked for two days and never finished either round. So with all the rain soaking the car and the fact that my turn signal lenses have holes in them, I blew out both front bulbs. Apparently the heat from the bulb melts a hole in the top of the lens, which I had noticed but since I typically don't drive the car in the rain, didn't give it a lot of thought. Now I have. That being said, when I R&R the lenses can I replace the bulbs using LED bulbs without having to make any wiring/resistor changes? Are they plug and play?

You can get the resistors or get the hyperflash harness off Amazon for like 45 bucks. That'll eliminate the fast flashing due to the LEDs using less voltage. It goes right next to the key but you must remove the bolster. Look it up on amazon. It's called c5 hyperflash harness and go to YouTube and look it up. That'll eliminate any issues you'll have with LEDs
Outside of the Hikari Ultra LED bulb most LED bulbs are significantly outclassed by performance halogen bulbs. Yes, LED gives a ton of short range foreground light. It’s not good for distance and does not help your driving.
A member of a forum I’m on has done extensive testing of a significant amount of headlamp bulbs including halogen and LED and only the Hikari Ultra are worth anything.
I run Vosla 9012 HIR low beam bulbs and are pleased with them. Do they have the same color and clarity of my RadioFlyer ACAs, no, but they have none of the drawbacks either.

The OP is talking about turn signal bulbs not headlights.
You can also use an electronic flasher that gets wired in with the hazard switch.I can't remember exactly how I did mine but I will try to find the post.
