If you have USB connectors anywhere they are not original, and more than likely neither is the blue light. Post a picture of the connectors and light if you would, and it will help with identifying what's going on. Double din console by chance? The USB should be driven by the head unit, but perhaps the blue lights are connected to the previous cigarette lighter outlet, which was full time power.

c5 didn't come with USB connectors anywhere, prior owner must have put it in.
If connected to the old 12 volt receptacle lighting, it'll always be on. shouldn't really drain your battery, but I'm not a fan of any drain when the car is off, may want to replace it with one that doesn't have an Led.
