It's been asked many times, and it's definitely been completed in other people's C5's....Ask yourself seriously if this is something you want to undertake and HUD is something you can't live without...I have HUD on my 2000, and in the near 17 years I've owned it, I've probably used it 3 times, just to see if it was still functioning.
It’s very doable for the average person with patience and any skill. I would recommend driving a car with HUD a few times before committing to it though.
when I first got my Z06 the first thing I was going to do was add HUD. Luckily I drove a car with it before purchasing all the stuff to do it. I would probably use it if I had it, but now that I’ve used it I can 100% live with out it, and spent my money and time on things I enjoy a lot more.
if someone gave me all the stuff to do it, I would consider installing it once I’m done with my 4runner and RX7 projects, because it is really cool.
On a 99 your IPC should be hud capable, so you wont have to worry about replacing that. The install itself is fairly simple, just cut out a pre-marked section of the dash pad, install the bezel and mount the HUD in the vehicle. I recently did the conversion on my 97 (little more involved with replacing the cluster, transferring mileage, etc) but overall not a bad job to do. The hardest part will be locating a quality HUD to use, you may end up having to disassemble and repair the mirror tabs.
