En-lighten me on headlights......
I just installed new LED high and low bulbs and my question is.....
On low beam setting, the outboard bulbs light.
On the high beam setting, only the inboard bulbs are lit.
When I pull back on the light stalk, as if flashing the lights, all four bulbs light.
Shouldn’t all four bulbs be on with the high beams ?

This is the normal function for the stock bulbs as well. You should check out the ACA headlights from sharp light innovations. They're a bit pricey, but totally worth it. The light won't scatter like it does with LEDs in the stock housing. Plus the kit comes with the relay so that all four bulbs will be on with your high beam.
