First thing I would do is go to the drivers door, hold the fobs by the door handle on the outside, then press and hold both lock and unlock at the same time. Keep holding until you hear the horn honk. Usually takes less then 30 seconds or so. If the horn doesn't honk then you'll probably need to reprogram them. That's not a difficult process either.
there is 2 different type of FOB. pre 2000 and post 2000.
the pre-2000 is about $100, the post 2000 is about $25.
the one for your car, if it has not been upgraded is the pre-2000. it should look like this :

Programming. Is that when you hold "reset" for 3 sec and its tells you to hold lock and unlock....? I did this but nothing?

Ok, those are the first generation, keyless entry as they are called. probably the good one for your car. if you changed the batteries, you need to pair them again, as @mstromquist mention. hold both unlock and lock buttons down until you can hear the horn.
if this does not work, check the batteries again, make sure they are the right type and new, and all contacts.

Step-By-Step How To Programming Instructions
Insert Key Into Ignition
INSERT key into Ignition and TURN the Ignition to ON/ACC (just shy of cranking engine).
Turn Radio Off
TURN Radio OFF.
Enter Programming Mode – Step 1
PRESS the Driver Information Center (DIC) RESET button.
Enter Programming Mode – Step 2
PRESS the OPTIONS button on the DIC UNTIL the display is BLANK.
Enter Programming Mode – Step 3
PRESS and HOLD the RESET button for 3 seconds.
Enter Programming Mode – Step 4
PRESS the OPTIONS button until “FOB TRAINING” is displayed on the DIC.
Enter Programming Mode – Step 5
PRESS the RESET button to ENTER Programming Mode.
Program Remote
PRESS and HOLD BOTH the LOCK and UNLOCK buttons at the same time on the first remote for 15 seconds. A message will appear when the remote is successfully programmed.
Program Additional Remotes
REPEAT Step 8 for any additional remotes to be programmed, including existing ones.
Exit Programming Mode
TURN Ignition to OFF position and REMOVE key to EXIT Programming Mode.
Test RemotesTEST all remotes. Programming is complete.
Programming Notes:
Verify the following prior to following these instructions:
Your vehicle is equipped with keyless entry, and
You have a key fob remote that is compatible with your vehicle.
Obtain all remote transmitters for this vehicle. This procedure will erase all previously programmed remotes. You must program all existing and new remotes that you wish to use on the vehicle at this time.

what to buy ... but I doubt you need to : key fob for 1999 Corvette
just check internal contacts (mine were broken - I re-soldered), battery placement, and relearn process with the DIC method above.

I agree with this. One of these methods should work as long as the battery contacts in the fob are making proper contact with the battery. You car comes with passive keyless entry, you can flip the switch to turn this feature on and off.
One of my key fobs had a loose battery holder which rendered it useless. You can re-solder them as suggested. I don't trust my skill so I bought new for a 2002 though not a 99.
