I would like to highlight my 98 with the attached decal/wrap. Just not sure what they're called or where to purchase. They're located just under the driver and passenger doors. Any input is appreciated.

The OEM brake ducts bolt onto the side of the car and have an opening (the mesh screen covers the opening) which allows air to flow through attached duct work to help cool the rear brakes. There are fake ones out there that simply stick on the side of the car and do not allow air to flow to the brakes.
The stick on version is bad enough - hopefully there is not a decal that can be installed.
I agree, if you want these, do it right. You'll need to source the duct work from an old Z06. Contact Vettenuts, they'll likely have some. The actual vent itself is still available new. You will have to cut the body panel to install it. There are some templates that can help you with this. I highly recommend this for any performance build as it makes a significant difference in rear brake cooling.
However, the stick on version is no better than a Pep Boys stick on hood scoop.
