I agree. I'm not certain what headlights pop upon starting the go down means. Are you saying they don't close all the way? If I had to guess based on the information given, I would say you likely have a gear wearing out on your headlight motor as that is the most common headlight issue. People also have some issues related to putting LED bulbs in the stock lights. This can usually be gotten around by flashing the high beams. A video would be helpful though.

The headlights simply open when the car is started, then close completely after several seconds. They function normally when switched on.
Other than that, no issues. Strange.
I would bet you have the car in a garage or maybe a carport. The twilight sentinel function automatically turns on the headlights when the ambient light is low, and then turns them off if the ambient light is higher. I would bet they come up when you disengage the parking brake. Once you pull out into the light, the sensors realize it is daytime, and turns the lights off. This is normal functioning. You can turn the feature off through the DIC.
