Any recommendations for reputable simulators I can buy online?
Get or borrow a tech2 or tech2 clone and do it yourself. There's a specific procedure you do, it takes 15 minutes. The clones are ~$200-250 and work fine. I am sure a member in NJ would be willing to lend you theirs for fifteen minutes.
If you have a '99, then you have F45 shocks. The F55 was '03 and '04 only. This makes a significant difference when doing the swap. The F55 would be tuned out with a tech II. Your shop gave you good advice. For a '99, you buy the simulators that plug into the F45 socket, and makes the car think that they are still there, and functioning normally.

For either F45 or F55 use the Tech2 to remove the option from the BCM. The simulators can fail. And the simulators do not work properly with the F55 system.
Same process is used for removing the F45 and F55 from 1997 to 2003. 2004 there is an extra step that has to be done.
