I found the front bumper filler panel I think it's called, it was very scratched and had a number of smashed bug spots on it, So I took some Meguiars scratch and swirl remover and worked on it for awhile and it looks pretty nice now and I put some Meguiars Gold class wax as well. Is this held in with anything ? I do see any attachments for it and can anyone give me suggestions as to returning it to it's home on the front bumper ? And. . . Can someone tell what fuse protects the HUD unit and where it is, I haven't gotten my service manual or a replacement owners manual. Thank you,
They (2) are little bitty, self tapping, Phillip head screws that are on the bottom edge of the cover... You gotta lay on your back to see them and get a screw driver on em. !.. A designer's "after thought" for sure. Good luck getting a driver on them!

I live very close to a major river, so I'm guessing the screws must be stainless steel ?

You do not have to use stainless steel screws but they will keep the rust away. Realistically, once the screws are installed no one is going to see them as they are up under a lip on the license plate cover and well out of sight.
