If the car sits out in a warm and sunny climate, I could see the emblem getting bad over time, but not like that. I also think it looks like some kind of chemical reaction.
OEM or aftermarket emblems are available. If you want to install a new one, I suggest taping a box around the current emblem with blue painter's tape before you remove it so that you know where to re-install the new emblem by simply aligning the tips within the edges of the painter's tape.
I agree with everything above. In addition to fishing line, you may want to use a hair dryer to warm up the adhesive first. It should come off easily. The painters tape trick above is a great idea. The front emblem has studs that fit into holes in the hood. However, there are no studs on the rear emblem. As such, it is important to mark the location BEFORE you remove the old one.
Mine did that too. Sits in a garage, no chemical spill. I refuse to pay OEM prices for replacements given the poor quality of the original. $25 on Amazon. Easy to replace.
In addition to warming it up (just touch with your finger while warming it to check. You don’t want it hot, just warm), you can also use dental floss, and if you have plastic trim removal tools those can be used gingerly once you have a corner lifted up. Once you get it started it goes quickly.
You may need to compound or cleaner to get all the remnants removed.
I've taken care with both of em.... They are perfect and twenty years old, shiny and intact. Clean em with a tooth brush, brushed lightly... One must treat them with reverence as General Motors, knowing them, will surely discontinue keeping them around and giggle 😂 when customers ask for a replacement of the pesty little cheap *** sucker.

Mine looked even worse than that, it was actually missing pieces as well as the front one. I replaced the front and left the back off, I also prefer it without. If the front didn't have locating holes in the fascia I would leave it off as well.

I took mine off as well but have decided to put it back on. Reason being, I can’t stand leaving fingerprints every time I close the trunk. I don’t tend to wear white gloves or carry a towel in my pocket to wipe them off.
