I've also not really spent a lot of time in the passenger seat. However, I have adjusted it, and had others adjust it. It seems to function exactly the same as my driver seat. My guess is that the seat foam in your driver seat has been compressed, and has probably been cut into by the wire mesh that holds it up. The passenger seat has seen less use (and perhaps lighter passengers). As a result, the foam is in better shape. This makes it seem like the passenger seat goes higher.
