You would have to start by getting rid of the peeling by sanding. Paint won't stick to chrome so scuffing it would be in order. A good primer and paint won't be permanent but for spare wheels you should be fine. You might also try dipping them. A ton of wheel painting videos on YouTube......
Take em to a shop to have em re chromed.. Do it right.. Spend some money.
For one thing nobody around here does rechromeing. So the cost of shipping them might as well buy new which are on order. So what to do with the old ones? Thinking of getting them powder coated black that way I can switch them up.

I could be wrong, but I think the best way to make them look good is to remove the existing chrome and then powder coat. Powder coat will not stick to chrome from what I have read.
