The file is clean per virustotal. It's an mp4 of a mechanic describing some frame damage and why they won't take the job.
A professional has decided they can't perform the repair to their standards. You should consider their opinion.
You can always find a different professional that might be 'better' or at least more willing to compromise their integrity or your safety. But I suppose towing it around to multiple people until you find one that will take the job isn't free either.

Not that I disagree, but have you contacted a shop with a frame machine ? It's a good bit of work, but much of the frame damage needs to be estimated once a good technician and a good heavy duty frame machine. Using both heat and pulling on the chassis machine I would have to believe it can be saved, But Both I'm not there or have seen all the angles of the damage.

haven’t been able to get in contact with a body shop with a frame machine but have contacted local body shops that declined the job.

Does look like it involves a lot of work and splicing in of the frame rail at specific angles. May be better going the full replacement of the rails, but I do not know how that would compare to a repair of the damaged area in terms of cost.
A lot of high end body shops have a frame rack/straightener. Some operators of these machines are better at it than others, like everything in life. Good luck finding a competent frame rack operator. There are some good ones out there. Key is locating them. You'll find the best ones are the ones who enjoy the challenge of fixing it, versus guys who are there for the paycheck, again, like everything in life. Those who are passionate about their craft are the best at the trade.......

That’s what I was thinking as I’m currently in the process of getting the whole driver side frame rail. I’ll keep looking around for a competent body shop in the area
