Yes, it won't have any negative effect installing in advance of the LEDs. I have previously used the one from Vette-Lights, but I have to imagine they are all similar.

Yes. A harness is a lot better option than individual LED resistors which can get very hot and possibly melt or damage wires or other parts they make contact with.
