i just took mine away from the arm and the hose softly, the plastic is crispy, and i dipped them in white vinegar, it disolved the residue blocking the nozzle. You may need to scrape the residue with with a thin sewing needle.
Just be careful and patient.

I've never had the need to clean the washer nozzles in my car, but I've used an oxy-acetylene torch tip cleaner to clean and align the washer nozzles in other cars.
Perhaps someone will jump in who knows if this also works on the C5.
Rock Auto shows GM wiper arms with washer nozzles, tubing, and the nearly impossible to find elbow fittings for $63 per side. Not cheap, but new arms make things better in ways you don’t expect.

Don’t do this on the nozzles Corvettes and most GM cars use. The type you are referring to have metal ball pressed into a plastic housing and produce a stream. The GM style are molded plastic channels and chambers that produce a fan spray.
