You should mention what year the C5 is, I had a 98 before and had the small switch on it i think they called it proximity sensor which never really worked that good, If this is the remote you have they are much more expensive and harder to find than the 2000 and later years as my 2000 is just a regular remote! I Could be wrong about the years, not sure if it was 99 or 98 when they changed it, but I know if you don't have the little switch on the remote you can find them on Amazon sometimes and are cheaper! I think they changed this key fob 3 times in the C5 between 97 and 04 and you have to get the one for the year of your C5.
Programing is easy, on a 2000 that is, As i went on here and someone told me how to do it and worked great!

Yes, easy to do! Just get the remote and do a search on here, like someone above mentioned, through the DIC you can program it, you don't need the dealer for this!
Make sure the fob you purchase is for 99! As the newer ones, like 01 and newer may not work as GM used a different company for those and will not work as far as I know!
You are getting both correct information and incorrect information in this thread. You wrote that yours is a ‘99. Remotes for the ‘97 - ‘00’s are more expensive AND new ones with the passive feature are no longer made.
If your remote receiver is stock and a previous owner did not update it to the ‘01-‘04, then you need the GM remote that goes for about $90. You can buy these from many sources that sell GM parts; including Amazon sellers as a Forum member has already posted.
The same receiver is used for the tire pressure monitoring system (TPMS). If your TPMS is working, your FOB remote system is probably working too.
Programming instructions are in your owners manual.

I also think the '00 used the same early type fob, tpms, and receiver, but I think the passive was eliminated.
I swapped the receiver, tpms and fobs for the later '01-'04 versions. The TPMS alone made it worthwhile on price since they were so expensive a few years ago. The later fobs are more reliable and they are common to a number of GM cars (such as a Buick Lesabre I used to have.) I had problems with the '99 fob and the TPMS which is why I swapped the whole system to the later style. I don't remember, but I found the instructions (with pictures) for making the swap on the forum, so if you search you should be able to find it.
I also have a '99 and it was missing remotes. I got one very similar to the Amazon one linked above. None of the cheap $20-30 ones are good for the older C5s, so you have to throw down the $90+ and be happy with it. Programming is super easy yourself one you have the right fob.
