There are a TON of large screens in various form factors that work off android-- this may be one of those that the seller used with a modified bezel, but I highly, highly doubt that the hvac controls are functional. Knightdrive is the only outfit out there activly developing something like that for sale, it would have to be a one-off custom job that someone worked up (not impossible, but given how much work it's taking KD to do this, not likely)
