Not necessarily. It's not uncommon for a low mileage Vette have multiple owners.

I'd get a Carfax report, and then you can get a Car-vertical report and run the vin through the nation insurance wh will give you information on if it was ever a thieft recovery. but with all 3 you can back track the car over the years going backwards. I did that with a car i bough recently and the one thing to look for is did the numbers ever wander in the use of it, but Snappahead makes a good point, i bought my 03 a couple of years ago and i bought it with 10.102 miles on it, it was a half a page Carfax report and someone bought it and then only used it 500 miles a year till they traded in at a Dover dealership as crazy as it sounds, I am the second owner of a 21 year old car, but in my experience Corvettes fall into 2 catagories, the garage queens who rearly ever go out except on weekends and the others are run hard and put away wet. The devil or the deep blue sea.

There is a 3rd catagory, fun car. Not tracked or a garage queen but driven to have fun anytime to include a spirited occasional pedal to the metal when conditions allow.

Likewise, different 'owners' can also be different LLCs under the same individual as they move their assets around. That occurred with my own 03 Z06 where the first owner bounced it back and forth between two companies a few times in the same town in Florida, then over to Oklahoma before coming up to Connecticut.

You are going to have to do some research on that particular car in order to see whether the mileage is legit or has been tampered with.

Milage on my 01, went from 63,000 to 40,000 (using round numbers) according to Car Fax. My vette originally built and exported to Canada. Come to find out during a service the mechanic changed from Kilos to MPH and did not mention the change. Had me thinking for a while
