There is a dealer that has a 1999 6 speed with only 8,000 miles.
Showroom new without a scratch inside and out. Asking 24,500.
With the lack of computers and parts, would this be a wise purchase?

that would seem like a fair price for a car in that condition, if that's what you're after. I'd probably save the couple grand and get one well cared for with a few more miles or go Z06 for a couple more.
Be prepared to invest additional money for tires, hoses, fluids and more. As summer ends the market is seasonal in some areas. If you really like it, I would offer less as previously stated or ask for an aftermarket warranty. Good luck!
Computer? I think you're referring to the EBCM...if so, go do a test drive and if it has a faulty unit, the error will pop up as soon as you start driving down the street.
I guess i would be more concerned about after the purchase. What would I do if it started acting up? With a low mileage vehicle like this with 8k miles, should that be a concern?

Not to me, no concern at all.
I've owned five C5s (currently own three). A 98, two 99s, a 00, and a 02. The only one with an EBCM problem was the newer version, the 02. The whole EBCM problem is overblown. I'm not worried about it as if, by a slight chance, it did go bad, so what. The car is completely still driveable.
The C5 you are looking at sounds really nice and $24,500 is reasonable. Of coarse, offer less as most sellers have a little wiggle room in their price.
When you test drive it check the ABS. If it's faulty, braking hard enough to activate the system should definitely throw the error.
Also watch the instrument panel when you turn the key on. Every light on the panel should illuminate during the start-up test. If any of them don't either the light has burnt out at 8k miles or the bulb has been pulled.
Sounds like a very nice car to me, I would pay about $20k for it. As others have said, be prepared for maintenance items such as fluids, rubber hoses, etc. I had a '99 Vette with almost 100k miles, EBCM was fine.

How many owners? Where has it been owned? As others mentioned, ask 20k. Maybe you can negotiate to 22k or so. That would be a good deal on a car with that low mileage. Also, as others mentioned, you will have to consider replacement of old parts. I enjoy doing that stuff, so I'd go for it at 22k.

As stated, I might offer less, $18-$20K. Low mileage is good, but you do have the age factor, things start going bad.
I'm quite sure the dealer didn't give much for it. It needs a good going over by a competent tech, especially one with Corvette experience. Good luck.
Buy it if it’s a second car for you. You can always fix it on your own time when it’s down. The car might be perfect now, and a year later, harmonic balancer, EBCM, tires, heck the alternator could go out based on the age of the vehicle.
The car might last you ten years and never need anything. You just never know.
my neighbors 2024 c8 with 1000 miles on it is at the dealer getting the valve bodies replaced, you just never know. It’s under warranty, but…
Well, my head got turned when i went in to purchase the 1999.
The previous owner put over 21k into this car with immaculate paperwork/receipts.
The car does not have a scratch on it.
