GM Parts Direct, Amazon, and other GM parts sellers. You cannot buy a new fob with the passive feature, but you can buy a GM fob that is compatible. I bought a replacement for my ‘99 about 5 years ago and they were under $100. I have seen recent posts on the forum that say they are about $130 now.
If you can find all the right parts, swapping to the later -01 to -04 key fob system is a very nice upgrade for the earlier -97 to 2000 versions of the C5

It is somewhat of an undertaking because of the tpms sensors but for the range increase, cheaper sensors and cheaper remotes it's was definitely worth it to me.
Plus with the later system, you have the ability to also convert to a flip key/key fob
