You shouldn't have to put race gas in your Z06 to fix that problem, something is wrong with the engine!!! You should be able to pull to redline in all gears except 6th. Almost sounds like you have a speed limiter programed in  if you can redline in 1st, 2nd, and 3rd, but cut out in 4th. Dyno'ing might or might not help, they usually do the pull in 4th, and if you can't get it to redline your HP will be very low. Only thing that will tell you if your getting enough fuel. Don't waste the money on a dyno, take it to the dealer and demand that they look at it harder, they're probably just looking for codes.
I agree that you shouldn't need race gas to fix this performance problem, but I still say that it's best to get the dyno done. In addition to seeing the air/fuel mixture, you will be able to see how much power that you are down from normal, plus if there is some fuel cutoff, or spiking, it would point to an ignition or other problem that you can see in the graph.
Just yelling at the dealer some more won't get you nearly as far as actually having a piece of paper that positively shows that there is something wrong. And possibly will give them some clues as to the source and nature of the problem.
That alone would be well worth $75 for the dyno to me.
I'm haivng the engine put on a dyno on Monday. It's a good idea to find out what's wrong, take the data to the dealer and, if there is a problem, dig a little deeper into the underlying cause. I keep feeling like this is a fuel delivery problem. Maybe a weak underperforming fuel pump. One thing I forgot to mention in any of my earlier posts is, when the gas gauge is just below the 1/4 line, the engine will start crapping in every gear around 3,800 to 4,000 rpms.
As soon as I fill the tank, it's good to go in the first 3 gears up to redline without any problem. When I told that to the dealer, he said bring it back in with less than a 1/4 tank and they would examine it.
I'm curious. I have a friend with an MY 02 and he had problems KIND OF like what you are experiencing, he went to the dealer and they fixed it - I don't know if it was a computer reset or something else.
Spark plug wires come to mind too - or a bad/cracked plug?
Computer comes to mind first - broken valvespring is possible too.
