[Z06] Front License Plate "Plug"

Front License Plate "Plug"
How do you get the "plug" out of the front bumper for the license plate? I am able to squeeze out the top part but it looks like two screws hold the tabs on the bottom. I don't see how to get to those screws.
I got my first ticket in less than three months of the purchase of my '03 Z06. I was speeding he said but offered a fix-it ticket -- guess he was in a warning mood.

Yeah I guess the front plate law is up here too. To be on the safe side I finally mounted the front plates on my toys.
You just need a good phillips drive with a narrow shaft and a good tip. Sometimes the dealers put those screws that hold the bottom of the plate in a little cockeyed. Once your driver gets a good bite, just keep it coming out.
