Can I tell what the rev limiter is set at by going thru the codes on the DIC or do I need a programmer? Also thanks to those that responded about my steering lock problem, you learn something everyday it seems.

DAKING, DIC won't reveal the rev limiter setting.
If your car (PCM) is stock, the limiter is set by the factory at 6600. To change that value, it takes a programming tool such as LS1-Edit.
Edit: Also worth remembering that the rev limiter will save the engine from over-rev conditions ONLY on up-shifts (eg, 1-2, 2-3, 3-4). It will not save you if you down-shift from 5th to 4th and grab 2d by mistake. When you do that and release the clutch, the mechanical connection will rev the engine until it breaks. There are some pretty hair-raising stories of that in the archives here. Word to the wise.
...is there any resulting internal damage from hitting the rev limiter and that popping sound....
No harm done by hitting the limiter.
In watching videos of some of the high-rpm launchers at the drags, you can hear them cycling on and off the limiter as they wait for the christmas tree. No harm.
I hit it once when I missed my shift from 2nd to 3rd at the strip. That I heard was my butt clamping down in shock and fear  Sorry had to share that with ya but I hear ya :flag
