Yes, you will get better air flow, at the increased risk (minimal) of water problems. You can also drill a pattern of holes in the cover for better flow, or go with the "zip tie" method. A K&N filter to replace the OEM paper unit will also increase flow!

Yes, the more you open it up, the more air you will get through the filter. You may just want to get an aftermarket filter - usually they will perform better than the stock ones.
