I picked up my '04 a little over a month ago and didn't receive a special lug nut for my tires like I got with my '99 are they no longer necessary or do I need to contact the dealer and get one?
I'm not sure I understand your question. Are you saying you don't have the locking lug nut "key" that's normally stored under the back storage compartment panel? If so, check if you actually have locking lug nuts on your car. To check, you'll need to remove the plastic caps over the lug nuts and see if you have one on the wheel that isn't a normal hex head. If you do have locking lug nuts on your wheels, you'll definely need to go back to your dealer to get a "key" to be able to remove them. If you don't have locking lug nuts, then maybe they made a change and they are no longer standard.
They came on my 2002, so I know they were using them then.

I checked on another forum I read and did a search. (I guess this is where I vaguely remembered seeing something). Anyway, to follow is the "cut & paste" answer that was posted:
"The locking nuts were eliminated about mid-way into the 2002 model year when the chrome nuts were installed on all three models of the Vette. Even the Z06 recieved the new nuts."
I think they quit using these in 2000. I have them on my 1999, and any good pair of vice-grips can get them off.
I didn't have the lug key for my 2000 Vert when I got it and tried to take off the locking lugnuts to replace them with new by driving a socket over them. Forget it. Ended up going to the dealer and using their master set. I don't know how you'd get vice-grips to work.

I had the same question the other day, I got some replies in this thread:
The Locking lug nuts were standard on my 04 coupe. Found the key in the rear compartment.
Could the locking lugs have been added by your dealer? Sometime in mid model year 2002 production, GM changed from the older style lugs/locking lugs with the gray plastic caps and went to chrome lug nuts, at least on the polished wheels. When they did this, they no longer included locking lugs for model years 2002 and 2003. If GM added locking lugs for MY 2004, I'm not aware of this. Too, several MY 2004 owners have posted here recently asking advice on where/which locking lugs to buy:

I took my car in when i first got it because it had some kind of noise in the wheel area and they went nuts trying to fund a key to the wheels and realized they were not locking wheels.I asked if i need to get a wheel lock and the mechanic who worked on the car told me if they want the wheels no lock will stop a thief from getting the wheels so i let it go no lock for me.
