My 98 now sits in a parking garage since the steering column locked this afternoon. I can drive front and back but cannot turn the wheels.
A typical tow truck cannot fit in the garage and I can't turn the car left or right to drive it out of the garage.
Any ideas on how I can get out of there? Is there a way to disable the column lock?
Often several firm tugs of the steering wheel to the left and right will dislodge the pin. Try this then see if the column unlocks after you turn the key to the right to the point before starting. This usually works and then you can install a CLB yourself or start the car and drive it to a dealer and have them service it under the recall. Hope this helps.

Hopefully you can get the wheel to unlock. If not, ask the towing companies if they are equiped with dollies. These dollies go under the wheels, so the tires are off the ground. You can even get your own dollies from PepBoys, Sears and the like and move the car around yourself.
