I got a ticket with my WRX 78 in a 55 at 4:30 am with no traffic but one other guy. My Valentine went off but a closed convenience store popped it and i wasn't paying attention it's hard to brake in 2 seconds. On to CORVETTE stuff. I ordered my Black Book today it does include the '04 model now. Next question most people here have said but from a private owner. The dealers are supposed to stand behind the product but even regional reps have told me"they're all like that" or other excuses on the other side a private person may have kept it right or is dumping the car. I guess you never know. If I found a used '02-'04 that was worthy could I trace the options through the VIN #? The hidden options such as suspension and stuff you don't see. Some folks don't keep the stickers especially if a dealer buys from an auction even if is a good car. Any help would be good. I'm getting back in the game.
Check with a dealer that sells a lot of Corvettes. If they treat their customers right, they will keep coming back and trading their older Vettes in for new ones and the dealer will know the used Vettes and have most maintenance records on them.
I just bought my 2004 C-5 at City Chevrolet in Charlotte, NC and even though I had to drive past several other Chevrolet dealers to get to them, they have gained me as a customer and I like the way they treat me. My sales gal even drove a Vette.
Now is the time to buy a new Vette. The end of the year deals can't get any better.
VIN will only tell you: Year, Model, Engine, Plant built, sequence number. For options, you need to look in the glove box and read the RPO #'s and decode them to know exactly what options are factory.

Sorry about your ticket. LEO's can be sneaky. Take the VIN number to a dealer and see if they will run the option list for you. They may or may not, depending on their policy.
