You can down shift from any speed if you double clutch
I am kind of brain dead at the moment from the trip and do not mean to preach
figure out by experimenting the RPMs you are going to need in a gear at the speed you are anticipating running when you down shift
That will be fun for you out on some lonely road
when you double clutch you use the clutch and put the shifter in neutral and then hit the gas to bring the engine up to a predetermined RPM from you experimenting
Then you can shift without the dreaded aftermath of going from 4th to 1st if you get the drift you can go have fun at any speed but there are limitations
you can get very proficient and that is what road racers do when they go from 180 to 30 and have to shift
I had a guy in a 98 Z28 LS1 try to give me a run the other night. We were doing about 40mph and I down shifted into 2nd. The Camaro was left in the dust, it wasn't even a race.

thats when the car feels the best!! i usually go from about a 55 roll and throw it back into 2nd... gets a little chirp out of the tires and really throws you back! keep it there for a second, then hit 3rd and say byebye!!
i usually do around 75 to go into 3rd... anything less drops the rpms too low in my opinion.
its also going to depend on your gearing. the higher the gears the lower the speed you can downshift into a lower gear... if that makes any sense!?
