30,000 would be a great deal and 31,000 would be a good deal. I just sold an 01 with 3400 miles on it for 30. I could have gotten more but was picky on who I sold the car to. It was such a nice car that I wanted a real vette enthusiast to own it. The oil burner question is something to be wary of but personally the forums have blown the issue way out of proportion.
31 is very good price, remember miles and cond is what sells cars. Oil problem is blown up big time less than 10% had a major problem!! Also LOOSE motors make more power!!
I purchased my 01 Z with 13,900 miles on it in July for $30k from a Chevrolet dealership. It was a certified used GM car, so I was able to add the GM extended warranty...just in case I get hit with the oil burning issue. My Z was factory with black interior.

A few folks here have said that the oil-burning issue has been blown out of whack here, and that may be true -- but it doesn't necessarily mean that the issue itself is nonsense. I had the oil-burning issue on my car (an '01), but I also had it FIXED (by GM, under warranty).
So, my advice would simply be this:
1) Yeah, get the car!
2) Be aware that you COULD have an issue with oil-burning.
3) If you DO have the issue, it can be FIXED so that it's never an issue again, so consider NOT letting that KEEP you from getting the car.
Feel the seller out to determine if maybe he knows about the oil issue (and if it is/was a problem with his car). If it was, and it's been fixed, then that's good peace of mind. If it has an issue, and hasn't been fixed, he should knock $2000 or so off since you'll need the re-ring done.

The speedway white with torch red interior is the rarest of the Z06's. It was only made in '01. I was told that only 137 were built that way. However, that may be wrong.
However, even though it is a rare color, it is still an '01, the lowest hp of the Z06 production. I think the guys that are saying 30 to 31 are putting it about right. To get a premium over that, it needs to be special in history or additional features.
In my case, the NCM delivery and David Hill's autograph on the dash, don't increase the value... they create a special bond that will keep my Z06 in my garage for many years to come.
