Yes, it is normal.
I just put a bag of microwave popcorn in there...when the console lid pops open after a long drive, the popcorn is done and ready to eat
GM did a superb job with the hinge tension, I find very few kernels unpopped, yet it's not burned. They really do pay attention to the details.
