You are correct. NHRA required for certain brackets.

i believe it is a loop that if something happened to the drive shaft it wouldnt come out from under the car. It is a safety product. It attaches to the frame of the car and it goes around the drive shaft to keep it in place. I have heard stories about broken driveshafts being like a pole vault for a car back in the day.

If you race the car, it is a metal loop that fits around the drive shaft that prevents it from dropping to the ground in the event of breakage. Its basically a safety feature.
