I drive my car down a half mile of gravel and the inside of the car just gets nasty... by the time I make it to the end of the road you can see the gravel dust hanging in the air in the car.
They only seal the bottom, but most of the stuff (water, dust, etc) comes from above. The path for water actually runs down the door jamb and out the outside sill under the door. To stop it all you'd have to seal off the entire door.
this is a no win mod... Ive yet to see anyone say they do what they are suppose to do... you will still get water on the sill and you will still have to clean them..

I doubt that the item you are looking at will help keep the dust out. Mid-America sells another item called a Cowl Vent Filter (Part number 603-829) that is designed to keep dust down. Have not used it, but that is what it says it does. May want to check it out.
If you do get them you will need to keep rubber very clean. A friend of mine put them on his car. He was not diligent about keeping the rubber clean and the sand that started to attach itself to the seal eventually started scratching the sill. He ended up removing them because they were just as bad to keep clean and he had to get his sill repainted to fix the damage they caused.
I would say don't do it but good luck in what ever you decide.
