Best I can tell, they're entirely decorative. I can turn them off at night, then turn them back on and can't tell the difference.
Is there a useful changeout that actually is effective? I've seen some posts about PIAAs ... but is the changeout simple (remember ... it took me all morning just to install my Blackwing ).

IMHO, the PIAA changeout is not at all simple. The majority on CF would tend to differ. However, you can also get 50w bulbs to upgrade from the stock 35w - anyone else help us out on the bulb type? I know it's easily found and cheap at Autozone, etc.

The two types are 885 and 893. I can't remember which is which, but the brighter bulb is the same one as my 94 Z28, so look for 94-97 Z28 Camaro, and you will get the brighter 50W bulb. It helped in my vette. Not as bright as PIAAs, obviously, but much cheaper, and easier.
Following with the theme above, I actually adjusted my headlights up a little cause they didn't go out far enough and... *poof*! Now when I turn on my fogs, I can see them--its just that my headlights were overlapping where the fog lights were shining... Now the headlights and fog lights actually illuminate different areas!
