Default Vehicle Speed Sensor replacement

Is this something I can do? (average intelligence, average skills) or better left to the dealer?

This is on an A4 99 coupe. Tranny not upshifting. IPC code

DTC P0502 Vehicle Speed Sensor (VSS) Circuit Low Input

This is a current code.

Any thoughts or advice would be appreciated.

If that really is the problem, then the repair is quite simple. You can see the VSS in the pic below. It's the black plug on top of the diff. The manual says you need to take the right muffler assembly off to access the VSS but you may be able to get to it without doing that or just by loosening the muffler at the flange. Disconnect the electrical connector from the sensor. Remove the screw and pull the VSS out. Lube the seal on the new VSS and insert. Torque the screw to 89 lb. in. Plug the connector back into it.
