Is it just peeling up or is there a big gap due to some other thing happening? If it is peeling up, maybe some type of glue would help. Otherwise, I think you may have to get a new dash pad.

A new dash pad is expensive. I think I'd try to repair it first. I had a 300ZX a similar thing happened to due to parking in the hot Miami sun for several years. The dash pad around the defroster grill was coming up and exposing the foam backing. Looked terrible.
So I pulled the grill trim off, mixed up some quick-dry epoxy and spread it on the underside of the pad and the dash underneath. I pushed the pad back in place and shoved a pieve of 2x4 between the pad and the windshield to hold it in place for a few hours. After the epoxy cured I replaced the grill trim. Looked like brand new and never came up again in the several years I owned the car afterward.
looks like there's a separation of about 1/16-1/8 inch...the backing under the vinyl is visable...
John; I had a similar problem around the radio/AC surround. I had emailed Bob Wendorf at Fichtner about this thinking it was perhaps a defect known to the factory. According to him, it wasn't. He offered to drop ship me a new one, at their usual nice forum discount, but suggested I try to repair it first. I and an audio installer friend carved out the degraded padding under the vinyl and then spread a smooth layer of high strength epoxy on all opposing surfaces. We clamped/taped all together, carefully recreating the factory contours, and let it set for 48hrs. This worked great, and so far (6 months or so) hasn't failed despite the heat here. I'd give that a try if you can; if not call Bob: their prices for forum members really are the best around and their service is great.
