They probably have all four wheels, but since most of the cars are fwd they put the stockers on because they are usually really light and smaller diam. that is what you have to do to when you're trying to race with a small engine. Not saying i agree with it, but that's why they do it. It really helps getting your civic into the 16's :-) With this uhm...thing...i'm guessing it's not the turbo vr-4 all wheel drive model so he needs all the help he can get.
