A number of forum members report this happening to their cars. May have something to do with the sulfur content of the gas you are using. Try switching brands or running a bottle of Techron in the tank.
On my '99, the dealer replaced the fuel sending units for this same problem. Good luck.
I kinda have the same thing happening. When I fill up, the gauge only registers half. If I shut the car off and restart it, it will register full. This is the only thing wierd about it. Once it has hit the full mark, it functions correctly until I'm on empty.
It's like my float in the tank gets stuck or something.

Mine used to to that until I started putting Chevron in all of the time. I know that Chevron is not available in every state - but I think the Techron addititve in a bottle is available everywhere.
My buddy took his 03 in for this problem, and the service advisor asked if he's been using Chevron. When he said yes, she had the fuel gauge sending units replaced. She would have either way, but the point was well taken.
Here's an interesting web page that discusses Top Tier Gasoline, who makes it and what it is.... http://www.toptiergas.com/
