Ok i'm not so good at explaining how to do stuff and my buddy is having a fit because he can't shift fast enough to chirp the tires in second.
He also has a 99 FRC nearly identical to mine........i thought maybe it was the car but i can chirp them in mine and his.......its really bugging him.......
I think he is saying that he can do it in both cars, not just his. All I can say is practice, practice, practice. I can't do it all the time in mine, and mine isn't stock either! I am so ashamed.....
How fast you shift has nothing to do with it. It's all in the timing of the clutch pedal release and the appplication of throttle. I can chirp the tires with a granny shift. He's late with the throttle is all that's wrong.

Can't be that difficult if I can do it . . . perhaps it would help if your friend imagined that the clutch pedal was really hot - he needs to get his foot off of it PDQ.
If I am being really quite brisk (as often I am, the car made me do it officer) I get the TC light on on first to second change and a chirp on second to third. I don't powershift to do this.
I run my tires at 28psi cold. But they are EMTs and IMHO don't have very much traction or grip to speak of
