9 - 7mm screws hold that panel on. It is located behind the driver's front wheel. I've had mine off without lifting the car. Once the screws are off and you work the panel out, turn the wheel left and you'll have lotsa room.

They are there to act a a drain for your air intake.
Reach under the master cylinder and roll them back a bit and clean them often (leaves and small children) or water can back up and kill your wiper module.
If you don't keep these cowl drain tubes clean they will plug up, durring a hard rain the cowl overflows and the water shorts out the windshield wiper circut board inside the windshield wiper motor mounted just below the cowl area.
Been there, done that. Paid for it.

Yep. Those are drains for the cowl area and can be clogged with leaves and crud. When OOH YEAH did my screens we found a Yule Log and a small dog stuck in one of them.
If not kept clean, water can back up and flood the area where your windshield wiper motors are and mess them up.
They were designed by GM's resident dairy farmer.
I found out what they were when my wipers stopped working. They had clogged up and flooded the motor and gearbox which had to be replaced.
My tech suggested just cutting the bottom part off but I yanked them out completely. My vette doesn't need udders
