PA Emissions Test?

When I took my '01 in for the annual, he told me that on newer models equiped with computers - if the "check engine" light is NOT on, he doesn't have to do the "tailpipe" test. Said my computer is just as good as his!
Don't know how true that is, but I don't think he'd put his business at risk just to ease me through! None the less, I was relieved (oh, did I say that there have been a few "mods" done?

IN my part of Pennsylvania its an OBD computer test, this was changed last year from a Tailpipe test.
