I would like to know what was improved on the 2003 Z06 compared with the 2002 model. I know the 2003 was an anniversary model, but what were the upgrades?
I am trying to decide between a 2002 with 13,000miles and a 2003 with 34,000miles. Both are the same color and price. What is your opinion?

looked at the site and found nothing for the z06 so nothing changed from 2002 to 2003
2004 offered the z16 package and thats about it
go with the 02 20000 less miles is better than 1 year newer in my opinion
cheaper on insurance too not much but still cheaper cause of year model

If the condition were the same, I would go with the lower miles. The blue book value on the 2003 could be higher, you would have to look it up and adjust for milage.
The CPI (Car of Particular Interest) Book on the two cars is:

As you can see the value difference is around 3500 so how much is 21,000 miles worth to you. The NADA adjustment for an 03 with 34,000 would be about $700. The CPI Book is what I would use to value a car for setting the agreed value for insurance.
I would personally opt for the 02 with less mileage as long as you are comfortable with the past owners maintenance, the overall appearance of the car and what the car was used for.
If you are going to keep the car for a few years, the depreciation difference will be neglible. Several years out, people are going to be looking at mileage. I would get the 02 with the low miles.
