Default GM Bra Question

I recently purchased the GM Nose mask and, although I don't use it all the time, I am happy with the fit and protection it provides. I live in a state that requires a front license plate. The clear plastic piece that covers the license plate is actually smaller than the plate and thus obscures the top and bottom of the plate. A few days ago the local police gave me a "friendly warning" about not having the license plate fully exposed. The instructions that came with the bra say something about snipping the black threads on the back of the license plate patch and slipping the plate bracket through the opening. I'm not sure what threads they are talking about unless it means removing the clear patch completely. I am reluctant to start cutting the bra before I know for sure. I would appreciate any help you can provide.

I got the same warning about two years ago. Why GM designed the bra with such a small opening is beyond me. There really isn't anything to snip on the factory bra. What I ended up doing was taking the bra to a local upholstery shop and have them expand the opening and put new plastic in there to show the entire plate. While it did the job, it was difficult to get everything to look really nice (still could have been done better IMO). Cost was $20.
